    Your APPROPRIATIONS & FINANCE COMMITTEE, to whom has been referred

 

SENATE FINANCE COMMITTEE SUBSTITUTE

FOR SENATE BILL 273

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 1, line 18, before the period, insert "; MAKING APPROPRIATIONS TO THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT, THE PUBLIC EDUCATION DEPARTMENT, THE DEPARTMENT OF FINANCE AND ADMINISTRATION, THE AGING AND LONG-TERM SERVICES DEPARTMENT AND THE DEPARTMENT OF TRANSPORTATION".

 

     2. On page 2, lines 2 and 3, strike "years 2027 and 2028, except as provided in Paragraph (3) of this subsection," and insert in lieu thereof "year 2027".

 

     3. On page 2, line 11, strike "one twenty-fourth" and insert in lieu thereof "one-twelfth".

 

     4. On page 2, lines 13 and 14, strike "2028, except as provided in Paragraph (3) of this subsection," and insert in lieu thereof "2027".

 

     5. On page 2, line 15, strike "six hundred thousand dollars ($600,000)" and insert in lieu thereof "nine hundred thousand dollars ($900,000)".

 

     6. On page 2, line 19, strike "six hundred thousand dollars ($600,000)" and insert in lieu thereof "six hundred forty-two thousand dollars ($642,000)".

 

     7. On page 2, lines 24 and 25, strike "for expenditure in fiscal year 2027".

 

     8. On page 3, lines 5 through 7, strike ". Any unexpended

balance remaining at the end of fiscal year 2027 shall revert

to the general fund".

 

     9. On page 3, lines 8 and 9, strike "seven hundred fifty thousand dollars ($750,000)" and insert in lieu thereof "three hundred seventy-five thousand dollars ($375,000)".

 

     10. On page 3, lines 12 and 13, strike "three million two hundred thousand dollars ($3,200,000)" and insert in lieu thereof "one million six hundred thousand dollars ($1,600,000)".

 

     11. On page 3, between lines 15 and 16, insert:

 

                "(6) four hundred fifty thousand dollars ($450,000) for Torrance county to transport prisoners from Torrance county to a public correctional facility outside Torrance county;".

 

     12. Renumber the succeeding paragraphs accordingly.

 

     13.   On page 3, lines 16 and 17, strike "eight hundred fifty thousand dollars ($850,000)" and insert in lieu thereof "four hundred twenty-five thousand dollars ($425,000)".

 

     14. On page 3, lines 21 and 22, strike "one million four hundred thousand dollars ($1,400,000)" and insert in lieu thereof "seven hundred thousand dollars ($700,000)".

 

     15. On page 3, line 25 and on page 4, line 1, strike "one million seven hundred thousand dollars ($1,700,000)" and insert in lieu thereof "eight hundred fifty thousand dollars ($850,000)".

 

     16. On page 4, between lines 18 and 19, insert:

 

     "SECTION 2. APPROPRIATIONS.--

 

          A. The following appropriations are made from the general fund for expenditure in fiscal year 2026. Any unexpended balance remaining at the end of fiscal year 2026 shall revert to the general fund:

 

                (1) two million seven hundred thousand dollars ($2,700,000) to the juvenile justice division of the children, youth and families department to carry out the duties of that division; and

 

                (2) seven million dollars ($7,000,000) to the protective services division of the children, youth and families department to carry out the duties of that department.

 

          B. The following appropriations are made from the general fund for expenditure in fiscal year 2027. Any unexpended balance remaining at the end of fiscal year 2027 shall revert to the general fund:

 

                (1) eight million dollars ($8,000,000) to the children, youth and families department to finalize and implement the department's child welfare information system;

 

                (2) four million dollars ($4,000,000) to the public education department for school improvement activities;

 

                (3) two million dollars ($2,000,000) to the department of finance and administration for payment to the Pueblo of Zia for past, present and future use by the state of the Zia symbol;

 

                (4) four million dollars ($4,000,000) to the aging and long-term services department for the department's New MexiCare program; and

 

                (5) six million dollars ($6,000,000) to the department of transportation for the rural air service enhancement grant program.".
